In 1984, the city of Wyoming celebrated its 25th Anniversary. In honor of this occasion a group of Wyoming citizens and business people formed the Wyoming 25th, Inc. This group organized the celebrations and activities surrounding the city's anniversary and originated the idea of commemorating the event with a public sculpture as a lasting gift to the residents of Wyoming. Stewart Luckman, was selected by the committee in July of 1984 and Starr Wyndere was dedicated 16 months later on November 22, 1985 on its current site, alongside the new city hall. As an identifying symbol for the city of Wyoming, Starr Wyndere signifies the city's aspirations of growth, energy and forward movement.
Stewart Luckman is best known for abstract works in metal similar to Starr Wyndere, including Ballyviktor, on the campus of Hope College, Holland, Michigan, and Rokker V, University of Minnesota, Minneapolis. Luckman graduated from Bethel College in St. Paul, Minnesota in 1961 and served as a professor of art there for thirty-five years before retiring in 2001. Luckman now resides in northern Michigan.
